*Article 1 |
The name of this organization shall be the
Japanese Association of Special Education, referred to in
these Bylaws as "the Association." |
| *Article 2 |
The executive office shall be set under the director of
the secretariat. |
| |
| Chapter
2 Purposes and Activities |
| |
*Article 3 |
The purpose of the Association shall be working
for the development and progress of scientific research
in the area of special education in Japan. |
| *Article 4 |
The Association shall conduct the activities
noted below for the achievement of the purpose of the Association: |
| 1. |
Holding an annual convention aimed at
the promotion of research in the area. |
| 2. |
Publishing a journal, the Japanese Journal of Special
Education. The rules and regulations for the journal
are stated separately. |
| 3. |
Contacting related organizations nationwide and
abroad. |
| 4. |
Arranging for a general assembly to be held in each
calendar year for discussion and decisions regarding
the business of the Association. |
| 5. |
Arranging for subcommittees which have the goal
of promoting research in various areas of special
education. |
| 6. |
Arranging any other activities necessary to achieve
the purpose of the Association. |

| Chapter
3 Membership |

*Article 5
The members of the Association shall be regular members,
honorary members, life members, subscribing members of the
English issue, and supporting members. Regular membership
shall be open to all persons who are in agreement with the
purpose of the association, and who are accepted by the
board of executive directors. Honorary membership may be
granted to any person who has made outstanding contributions
to the advancement of this Association; it shall be conferred
only upon recommendation and election by the board of executive
directors. Life membership shall be limited to all persons
who have been regular members of the Association for a long
time and who are approved as life members by the board of
executive directors. Subscribing members of the English
issue shall be all persons who fulfill the requirements
for regular membership but live abroad and request the English
issue only. Supporting membership shall be open to those
persons or organizations that have made financial contributions
to the Association and are approved as supporting members
by the board of executive directors. |
*Article 6
The members of the Association, except for the subscribing
members of the English issue, shall be able to participate
in the activities of the Association, and shall receive
the publications of the Association free or at a preferential
rate. Subscribing members shall receive the English issues
free and shall be eligible to contribute articles to those
issue. |

| Chapter
4 Organization and Officers |

*Article 7
The governance of the organization shall consist of the
following: |
| 1. |
The Board of Directors, with 30 members,
one of whom shall be the President of the Association.
These Directors are eligible to be members of the
Executive Board of Directors. Election procedures
for executive directors shall be stated in the Operating
Rules (Note: The Operating Rules are not included
in this website at the present time.) |

Two members as Whips. |

*Article 8
The Directors, the Executive Directors, and the Whips shall
be elected by the members of the Association. The President
shall be elected by the Board of Directors. The results
of both elections shall be approved by the annual general
assembly. The procedures for election of these administrative
members shall be stated in the Detailed Regulations. |
*Article 9
The President of the Board of Directors represents the Association
as the President of the Japanese Association of Special
Education. In the absence or disability of the President,
one of the members of the Board of Executive Directors shall
be nominated and elected by the Board of Executive Directors
to act as President of the Association. |
*Article 10
The Whips shall audit the accounting and other activities
of the Association. The Whips cannot be members of the Board
of Directors. |
*Article 11
The officers shall serve a three-year term. They are eligible
for reelection, but the limit of consecutive terms for Executive
Directors shall be two. In case that a successor is not
decided by the end of an individual's term, that person's
term shall continue until a successor is decided. In case
a vacancy occurred, the vacancy shall be filled by the proximate
accessit. The term of service of the filling member shall
be the remainder of the term of the person being replaced.
Officers shall not receive any compensation for their services. |
*Article 12
A Secretariat shall be set up to help with administration
and shall consist of the following staff. |

Director of the Secretariat: one person |
| 2. |
Secretaries: a few. |
| 3. |
Non-regular members of the staff: a few. |

| The Director of the Secretariat
and the Secretaries shall be hired following nomination
by and approval of the President and the Board of Executive
Directors. The Secretariat staff can be paid. |

| Chapter
5 Meetings of the Board |

*Article 13
The meetings of the Association shall be the Annual General
Assembly, meetings of the Board of Directors, and meetings
of the Board of Executive Directors. |
*Article 14
The Annual General Assembly is the highest decision-making
organ of the organization, governing the operation of the
Association. |
*Article 15
The Board of Directors Meeting shall consist of the President
of the Association and the Directors. The President shall
call the meeting. The Board of Directors shall be responsible
for conducting the business of the Association consistent
with the policies of the Association. When a petition is
supported by more than half of the Officers from the Board
of Directors, the President shall call a Board of Directors
Special Meeting. |
*Article 16
The Board of Executive Directors shall consist of the President
and the Executive Directors. The President shall call the
meeting. The Board of Executive Directors shall act according
to the procedures, rules, and policies established by the
Board of Directors. When a petition is supported by more
than half of the Officers from the Board of Executive Directors,
the President shall call a Board of Executive Directors
Special Meeting. |

6 Accounting |

*Article 17
Funds for the activities of the Association shall be raised
through fees, donations, and grants. |
*Article 18
The annual fee for regular members shall be 10,000 yen,
subject to revision. The annual fee shall be paid every
year by the end of March of the previous fiscal year. Life
members and honorary members shall not pay any annual fee.
The unit of donation for supporting members shall be 10,000
yen. |
*Article 19
The fiscal year and administrative year for the Association
shall be from April 1 to March 31. |

7 Other regulations |
| |
*Article 20
In addition to these Bylaws, Detailed Regulations of the
Bylaws of the Japanese Association of Special Education
shall be established. |
*Article 21
The Bylaws and the Detailed Regulations of the Association
can be amended and changed by the Annual General Assembly.
